Washington, DC: Grade crossing fatalities essentially static |
An analysis of level crossing safety performance data available on the Federal Railroad Administration’s (FRA) Office of Safety Analysis to October 31st, 2011, shows fatalities to be running at essentially the same level as was the case for the same period in 2010.
Looking at the longer-term picture, the analysis shows that reported accidents were at the second lowest on record, with 1,614 accidents generating 221 fatalities, also the second lowest on record. However the 851 injuries recorded were the highest number since 2007.

Idaho: Operation Lifesaver and State Police continue to work together |
Idaho’s Operation Lifesaver team has announced that it is continuing to partner with railways and Idaho State Police to address misuse of level crossings. Officer on a Train is an initiative to the fore as it is seen as effective in both identifying misuse and apprehending those seen to have abused level crossings.
The latest one day Officer on a Train initiative led to ten motorists receiving citations as trains ran between Meridian to Boise and Nampa to Weiser. For those cited for failing to stop at a red signal protecting a level crossing can expect a fine of USD 85.
The Officer on a Train programme is credited with contributing to reduce the number of level crossing accidents in Idaho from 89 when the programme began in the 1990’s to 16 in 2010.

West Chicago, Illinois: Unoccupied car struck by train on level crossing |
Police are investigating the circumstances leading to an unoccupied vehicle being on a level crossing in West Chicago.
The collision which occurred on the Roosevelt Road level crossing at approximately 05.30 on December 29th, 2011, is believed to have occurred as a result of the vehicle having stopped at the crossing as required by the active controls before being pushed into the path of the train by another vehicle which failed to stop short of standing traffic. The motorist then evacuated his vehicle and moved to a place of safety.

Calgary, Alberta: Alcohol suspected as causal factor in crossing fatality |
Alcohol is suspected as a causal factor in the death of a pedestrian on a level crossing in Calgary. Police reports make clear that the man stepped into the path of the C-Train shortly before 20.00 on December 28th, 2011, despite the lights and audible alarms functioning and the barriers being in the lowered position.

Scales Mound, Illinois: Railway operations bring community to a stand |
The community of Scales Mound in North-West Illinois, is bisected by a railway which in recent years has seen more trains and longer trains. This wouldn’t be a particularly significant issue if trains were running through without stopping. However, Scales Mount is is the only location at which trains can pass each other between Galena and Freeport.
This, and the sheer length of trains needing to pass each other brings the community to a stand. Indeed, there are reports of very long delays to road traffic arising as the result of one of the trains running late. The greatest concern relates to the time taken by emergency service vehicles faced with either an indeterminate wait or diversion adding between 10 and 15 minutes to the response time in order to avoid the blocked level crossing.
Unsurprisingly, the community wants to see changes to the way in which the railway is operated.

Chatham-Kent, Ontario: Charges follow low-consequence level crossing collision |
Police in Chatham-Kent have tracked down the motorist who left the scene of a collision on the Grand Avenue East level crossing in Chatham. The starting point for the investigation was the front bumper of the car left in splendid isolation at the level crossing when the accident occurred on December 23rd, 2011. Now, the local 68-year-old motorist faces a fine for failing to stop at the level crossing as required.

San Diego, California: Quiet zone enabling works underway |
Work to deliver the various highway engineering measures and additional level crossing controls required to create what will allow San Diego to have one of the largest quiet zones in the United States. The project is addressing all level crossings from Fifth Avenue to Laurel Street.
The necessary works are being undertaken in parallel with the installation of an updated railway signalling system with which each of the affected level crossings are a part. Future quiet zone expansion will include the intersections at Park Boulevard and Harbor Drive with completion targeted for late in the spring of 2012, some two months later than originally planned.

At present and despite the delayed implementation of the project, it is still expected to come in with costs at or below the Redevelopment Agency’s approved budget of USD 20.9 million. As required by the FRA, train horns must be sounded when approaching each level crossing. Train horn noise has been a major issue for residents and those with businesses near the railway.

Joplin, Missouri: Cost sharing agreement now in place |
An agreement has been reached between the City of Joplin, Missouri Department of Transportation and the Kansas City Southern Railroad (KCS) on how costs are to be divided between the partners in respect of a bridge over the KCS right-of-way.
This will provide a link between Zora Street and streets to the west of the railway. The new bridge and associated highway improvements will also allow the Veterans Way level crossing.

The total project cost which secured approval in principle in 2009 is estimated to be USD 17.5 million. The state will pay about USD 2.0 million of this. KCS will eliminate the Veterans Way level crossing and will also divert trains as necessary during the construction of the overpass. The balance of the costs will be met by the City.

Tyler, Texas: Quiet zone enabling works on-going |
The City of Tyler closed the North Border Avenue level crossing of the Union Pacific Railroad (UP) on December 21st, 2011 as it moves to implement the works precedent to a quiet zone can be approved.
This closure it part of the quiet zone project approved by the City Council on October 27th, 2010 which will also see the level crossing of the UP right-of-way on Claude Street closed. In addition, the level crossing equipment recovered from the North Border Avenue level crossing will be re-used at the North Palace Avenue level crossing which currently is not equipped with barriers.

Buenos Aires, Argentina: Another grade-separation inaugurated |
A further grade-separation project has been completed within the Buenos Aires Programa de Conectividad Vial del Plan de Movilidad Sustentable (Road Connectivity and Sustainable Mobility Plan). The latest improvement of the road-rail interface is on Calle Manuela Pedraza at its intersection with the Tigre branch of the Mitre Railway.

Cavan, Ontario: Crossing collision leads to impaired driving charges |
A woman whose SUV collided with level crossing equipment at the intersection of Highway 7A and the Canadian Pacific Railway’s (CP) right-of-way near Cavan, Peterborough.
The SUV collided with the mounting of a level crossing signal at approximately 22.00 on December 15th, 2011. Responding to the collision, Police determined that the female motorist had an unacceptably high blood alcohol level with the result that she will appear in court on January 19th, 2012. Police have requested that witnesses to the accident contact them.

Van Nuys, California: 40 receive citations in crossing safety blitz |
Following a one-day crossing safety blitz that led to 34 motorists and six pedestrians receiving citations for misuse of level crossings, Police have issued a warning that further blitzes will be mounted. The background to this being the six people killed along the railway rights-of-way in the Los Angeles area. Of these four were killed on railways in the San Fernando valley.
The intent to mount further exercises to tackle misuse of railway crossings and associated trespass offences was revealed in a press conference in Van Nuys where a senior Los Angeles Police Department officer spoke as investigations into recent fatalities were on-going, three of the six having occurred within the last two months. While intentional death is an explanation for two of the fatalities, it is clear that in the other cases with fatal consequences the death was accidental.

Most recently, a pedestrian was killed when he was struck by a freight train in Anaheim on December 9th, 2011. This collision occurred at approximately 08.00 and saw the wrecked car pushed across the town line into neighbouring Placentia. Initial investigations suggest that the accident occurred when the motorist set out to cross the railway after the crossing controls had activated.

Kennesaw, Georgia: Tractor-trailer hung-up on crossing, hit by train |
A tractor-trailer which hung-up while traversing the Cherokee Street level crossing in downtown Kennesaw was hit by a freight train. The collision occurred at approximately 18.00 on December 9th, 2011 did not lead to injuries as the truck driver was able to evacuate his vehicle before it was hit by the train.

Aurora, Illinois: Much needed grade-separation project will be hell |
The general view is that the increased use that Canadian National (CN) is making of the Elgin, Joliet and Eastern Railroad (EJ&E) since acquisition of it was completed in 2009 means that the Route 34 / Ogden Avenue intersection with the EJ&E must be grade-separated. However, the impact of the construction project on the community that today uses the Route 34 corridor and those who live or work in the vicinity of the construction site will be significant. Indeed, some go as far as to say that they anticipate hell over a three-year construction period.
Concerns over the necessary evil that is the Route 34 grade-separation were discussed at a public hearing convened by the Illinois Department of Transportation to consider CN’s plans for the Ogden Avenue level crossing. In addition to some concerns regarding the design of the new road-over-rail bridge, there was significant discussion of the impact of the necessary road traffic diversions, including the impact on the extended journey time faced by emergency services using the alternative McCoy Drive route across the CN right-of-way.

Chicago, Illinois: STB to audit CN’s progress with EJ&E acquisition
|
The Surface Transportation Board (STB) is to audit Canadian National’s (CN) Co.'s progress in maintaining and upgrading the Elgin, Joliet & Eastern (EJ&E) railway it purchased in 2009 (LXinfo January 2009). The audit was agreed to during the process leading to the federal STB approving the acquisition.
In a statement, the STB says that the audit will focus on the information in CN's operational reports for the months of November and December 2011, and on CN's fourth-quarter 2011 environmental report. The audit will include an evaluation of CN's progress in delivering level crossing improvements and related road closures.
A previous STB audit found that CN had under-reported the number of delays at level crossings along the EJ&E right-of-way. As a result of under-reporting CN was fined USD 0.25 million by the STB.

Sioux City, Iowa: officer on the train initiative targets offenders |
Local police and the Union Pacific Railroad (UP) joined forces to target those who misuse level crossings in Sioux City. The chosen approach was to shuttle a train over Sioux City’s level crossings on which police officers were travelling to identify misuse and direct road based units to intercept the miscreants and caution or ticket them as appropriate.

Buenos Aires, Argentina: Grade separations ease congestion, improve safety
|
With a project duration of only eleven months, the new highway underpass on Avenida Monroe at the intersection with the Mitre railway opened to traffic on December 2nd, 2011. The underpass is already easing congestion and will contribute to improving safety at the road-rail interface. The improved connectivity between the Coghlan, Villa Urquiza and Belgrano neighbourhoods is widely welcomed.
The new grade-separation has iinvolved construction of a 128 metre-long tunnel under the railway and a further 200 metres of approach roads. The vertical clearance available to road traffic is 4.2 metres. The underpass has a pedestrian walkway running alongside a two-lane highway. In addition a new pedestrian access to the Coghlan railway station has been provided. Now that construction of the Avenida Monroe underpass is complete, the temporary level crossings on Calle Plaza has been closed while that on Calle Melián has been retained pending completion of the Olazabal grade-separation project.
The Avenida Monroe grade separation is the seventh to be completed within the on-going Programa de Conectividad Vial del Plan de Movilidad Sustentable (Road Connectivity and Sustainable Mobility Plan) of the City Council. The grade-separations already completed are at the intersection of Sarmiento with the Belgrao Norte railway; Bonorino and the Belgrano Sur railway; Punta Arenas and Mosconi with the Urquiza railway; and, Dorrego and Soler with the San Martín railway.

Hinsdale, Illinois: PEERS grant funds police blitz |
Receipt of a Public Education and Enforcement Research Study (PEERS) grant (LXinfo June 2011) from the Illinois Commerce Commission allowed the Hinsdale Police Department to step-up patrols to combat misuse of level crossings through 2011.
The most recent activity during December 2011 addressed misuse at the five level crossings within Hinsdale, three of which are just blocks apart with the busiest seeing 15,000 road vehicles a day. However, this isn’t the full story as the Hinsdale Police Department also tackles pedestrian misuse of level crossings which can pick-up a USD 250 ticket.

During December 2011, Hinsdale Police Department officers were operating a zero tolerance approach to level crossing misuse with motorists alike facing a mandatory court appearance with a fine for a first offence coming in at USD 250.
